Ans: The three questions that the Tsar wanted to be answered were what was the right time to start every work, who were the right people to listen to and whom to avoid and the work that needed his utmost attention.
He needed the answers because if he knew the correct answers then he would never fail in anything he might undertake.
The learned men came to the Tsar but they all answered his questions differently. For these difference he agreed with none. This is why he was not satisfied with the answers of the learned men.
The Tsar finally decided to consult a hermit.
